Case 173/Foreign Funding Case: Criminal court judge freezes assets of the Hisham Mubarak Law Center, the Cairo Institute for Human Rights Studies, and the Egyptian Center on the Right to Education. The personal funds of five activists are also frozen.

البرلمان يمرر تعديل القانون الذي يحظر ختان الإناث ويشدد العقوبات:من ٥ ل٧ سنين سجن لمن يقوم بعملية الختان و١٥ عام إذا أدت للموت أو إعاقة دائمة. يمكن أيضا حبس من يصطحب البنات للقيام بالختان لمدة ٣ سنين. منذ قانون سنة ٢٠٠٧ كان هناك اتهام واحد أدى لحكم محكمة.

Parliament passes an amendment to the law prohibiting FGM and increases the penalties: five to seven years of prison for those who practice FGM, 15 years if it leads to death or permanent disabilities. Three years of prison can also be demanded for those who escorts girls to undergo FGM. Since the law of 2007, only one charge had led to conviction.

تعديل لقانون العقوبات: المادة ٧٨ تجعل "التمويل الخارجي" تهمة تعاقب بالمؤبد (٢٥ عام في السجن في مصر). هذا التعديل يستهدف المدنيين الذين يعملون في منظمات غير حكومية الذين يتم التحقيق معهم في القضية رقم ١٧٣، "قضية التمويل الخارجي للمجتمع المدني".

Amendment to the penal code: article 78 makes "foreign funding" a charge now punishable by life sentence (25 years of prison in Egypt). This reform targets civilians engaged in the NGOs under investigation in Case No.173, "case on foreign funding of civil society".

خلال مظاهرة ضد المحاكمات العسكرية للمدنيين يتم القبض على الكثير من المتظاهرين من بينهم رشا عزب، نازلي حسين، منى سيف، عائدة الكاشف، مي سعد وسلمى سعيد. تحت قانون رقم ١٠٧، وزارة الداخلية لها حق منع أي تجمع "في مكان عام" يهدف "للتأثير على أحكام القضاء": يعتقل كل المتظاهرين. عند إطلاق سراحهم شهدوا أن الشرطة اعتدت عليهم وتحرشوا بهم قبل رميهم في طريق الصعيد الصحراوي باليل.

During a protest against the military trials of civilians, many demonstrators are arrested, including Rasha Azab, Nazly Hussein, Mona Seif, Aida El-Kashef, Mai Saad and Salma Said. Under the decree-Law 107, the Interior Ministry has the right to ban any gathering "of a public nature" for "influencing the course of justice": all are arrested and detained. Those arrested testified at their release saying that they were assaulted and sexually harassed by the police before being thrown onto the Cairo-Upper Egypt desert highway at night.

The army overthrows President Morsi. Since 28th June demonstrations had demanded his resignation. Egyptian Constitution is suspended.
Over the night, in Tahrir square, 169 sexual mob crimes against women. Some victims of sexual violence and gang rapes report these crimes to the police.

حركة "٦ أبريل" تدعو لإضراب عام. القبض على المدونة إسراء عبد الفتاح وحبسها ١٥ يوما. يزداد استخدام الفيسبوك في مصر.

The "Movement of the 6th of April" calls for general strike. The blogger Israa Abdel-Fattah is arrested and held in prison for 15 days. Facebook becomes more and more used throughout Egypt.

June 28th 2007

تجريم كل أشكال ختان الإناث. قبلها بعدة أيام في قرية مغاغ توفت بدور شاكر ذات الاثنى عشر عام بعد تعرضها للختان في عيادة غير قانونية. في نفس العام يؤكد اليونيسف أن ٩١٪ من النساء المصريات المتزوجات بين عمر ١٥ و ٤٩ تعرضوا للتشويه.

Egypt criminalizes all female circumcision. A few days earlier, in the southern town of Maghagh, 12 year old Badour Shaker died while undergoing the procedure in an illegal clinic. That same year Unicef affirms that 91% of married Egyptian women aged between 15 and 49 had been mutilated.

خلال مظاهرة داعمة للقضاة المصريين، القبض واعتقال على أكثر من ١٠ مدونين من بينهم أسماء علي ورشا عزب ويقضون ما بين شهر وعدة شهور في السجن. تظهر مدونات يكتبها نساء ورجال تضامنا مع المدونين المسجونين. تزداد المدونات المكتوبة باللغة العربية ويبدأ البعض بالتدوين بأسمائهم الحقيقية.

During a protest supporting Egyptian judges, more than 10 bloggers, including Asmaa Ali and Rasha Azab are arrested and jailed for one to several months. Blogs published both by men and women emerge in solidarity with the jailed bloggers. More and more blogs are written in Arabic and some start publishing under their real names.

Parliamentary elections: the National Democratic Party loses seats (holding 353 seats out of 444), while the Muslim Brotherhood gaines 17 seats, not as a party (still illegal), but under the label of "independent" candidates. Women obtain only 11 of the total seats (2,49%).

قرار رقم ٤٤ لسنة ١٩٧٩: يبدأ السادات في سلسلة من الإصلاحات معروفة "بقوانين جيهان" معنية بأحوال الزواج وحضانة الأطفال ويقدم كوتة جديدة للمرأة في البرلمان (ثلاثين مقعدا إضافيا للمرأة في مجلس الشعب). القانون يعطي المرأة أيضا حق الطلاق إذا تزوج زوجها دون موافقتها. سميت القوانين بإسم زوجة السادات وأصدرت في فترة عطلة مجلس الشعب ثم تبعها جدل كبير على السند القانوني للتعديلات. في عام ١٩٨٥ حكمت المحكمة الدستورية بعدم دستورية التعديلات.

Decree-Law No.44 of 1979: Sadat launches a series of reforms - known as the "Jehan Laws" - concerning marital status, child custody, and introduces a quota for women in Parliament (thirty additional seats for women in The People’s Assembly / Majlis al-Shaab). The law also grants women the right to unilateral divorce if their husband has a second marriage without their consent. Named after Sadat's wife, and passed during a parliamentary recess, a long debate followed on the reforms' legal ground. In 1985, the reforms are judged unconstitutional by the High Constitutional Court.

New Constitution states "women shall have their rights" to vote and run for Parliament. Yet voting is not compulsory for women (as it is for men), meaning women should apply to be able to vote: a step that disqualified de facto illiterate women.

The Anglo-Egyptian Treaty is signed by both parties: England withdraws its troops from Egypt, yet Egypt allows Britain to maintain a garrison of 10,000 men in the Suez Canal Zone. Demonstrations begin against the Wafd party and the King for their concessions made to England.

أول انتخابات برلمانية. يصبح سعد زغلول رئيسا للوزراء. يتم الموافقة على الدستور والمادة ١٩ تنص على "التعليم الأولي إلزاميا للمصريين من بنين وبنات. وهو مجاني في المكاتب العامة." ولكن المدارس غير كافية ويبقى الهدف غير محقق.

First parliamentary elections. Saad Zaghloul becomes Prime Minister. The Constitution is approved and article 19 states that "primary education shall be compulsory for Egyptian boys and girls, and shall be free in public schools". Yet this goal remains to be realized for a lack of schools.

The poet and writer Malak Hifni Nasif makes ten demands to the Egyptian Congress in Heliopolis. Amongst those demands feature the right to access all levels of education, the right to work in all sectors, and the right to be part of the congregational prayer in mosques. Each demand is rejected.

Public lectures given by women to women on Fridays at the Egyptian University: the poet and writer Malak Hifni Nasif (pen name Bahithat al-Badiya) is one of the speakers calling for social changes in the frame of the ongoing nationalist debates. During these lectures she demanded the right for women to work outside their homes, and insisted on the importance of women's education.

Writer Zaynab Fawwaz publishes the biographies of 456 women -Arab and non-Arab - famous for their social and literary work. Their achievements are detailed in Pearls Scattered in Times and Places: Classes of Ladies of Cloistered Spaces/ al-Durr al-manthur fi tabaqat rabbat al-khudur. Her contemporaries, such as the poet Aisha al-Taymuriyya or the writer Maryam al-Nahhas, are also part of the women listed.

Poet Aisha al-Taymuriyya writes two treatises about women's role: The Results of Circumstances in Words and Deeds / Nata'ij al-Ahwal fi al-Aqwal wa-al-Af'al (1888) and The Mirror of Contemplation on Things / Mir'at al-Ta'amul fi al-Umur (1892). In 1924, the poet May Ziyada wrote her biography and praised the pioneer dimension of her voice.
